Windows 7 minus IE 8 for EU

Microsoft has announced that Internet Explorer 8 will not be shipped with the Windows 7 release for Europe. This is to ensure that Microsoft complies with the competition laws of the European Union. They also said that this is not its preferred path, but it has to comply with the European Union competition laws.
Also Windows 7N, another edition of windows 7, will not have Media Player and IE8 to comply with the European Union competition laws.
There will be a total of 12 different Windows 7 packages for Europe – all of them will be released without IE 8. Microsoft made this decision before the final EU ruling on its investigation into Microsoft.
